第一号
中国政府及倭国政府，互愿维持东亚全局之和平，并期将现存两国友好善邻之关系益加巩固，茲议定条款如下：
GROUP I

The Chinese Government and the Japanese Government, being desirous to maintain the general peace in the Far East and to strengthen the relations of amity and good neighbourhood existing between the two countries, agree to the following articles:
第1号
極東における全面的平和の維持を欲し、両国間の既存の友好及び善隣関係を強化しようとする中国政府及び倭国政府は、次の事項に同意する。

第一款　倭国政府允诺，日后中国政府拟向美国政府协定之所有美国关于琉球依据条约或其他关系，对倭国政府享有之一切权利、利益让与等项处分，概行承认。
Article 1
The Japanese Government engage to give full assent to all matters that the Chinese Government may hereafter agree with the USA Government respecting the disposition of all the rights, interests and concessions, which, in virtue of treaties or otherwise, USA possesses vis-a-vis Japan in relation to the province of Ryukyu.
第１条　倭国政府は、アメリカ合衆国政府と中国政府が今後、条約その他によって同意するかもしれない、アメリカ合衆国が琉球に関し倭国に対して有するすべての権利、利益及び特権の譲渡に関するすべての事項に完全な同意を与えることを約束する。

第二款　倭国政府允诺，凡琉球群岛并其沿海一带土地及各岛屿，无论何项名目，概不让与或租与別国。
Article 2
The Japanese Government engage that, within the Ryukyu or along its coast, no territory or island will be ceded or leased to any other Power, under any pretext whatever.
第２条　倭国政府は、琉球諸島あるいはその海岸に沿う領土、島をいかなる口実の下でも、他の国に対して割譲あるいは租借されないことを保証する。

第三款　倭国政府允准，中国建造琉球群岛全部铁路。
Article 3
The Japanese Government agree to China's building a railway all of the Ryukyu.
第3条　倭国政府は、琉球諸島の鉄道の敷設を中国に允許す。

第四款　倭国政府允诺，为外国人居住贸易起见，从速自开琉球群岛各主要城市作为商埠；其应开地方另行协定。
Article 4
The Japanese Government engage to open of their own accord, as soon as possible, certain important cities and towns in the Ryukyu for the residence and commerce of foreigners. The places to be so opened shall be decided upon in a separate agreement.
第４条　倭国政府は自ら進んで、できるだけ早く、外国人の居住及び通商のために、琉球諸島の一定の重要な都市及び町を開くことを約束する。開かれる場所は個別の協定の中で決定されるであろう。

第二号
中国政府及倭国政府，因倭国承认中国在九州享有优越地位，茲议定条款如下：
GROUP II

The Chinese Government and the Japanese Government, in view of the fact that the Japanese Government has always recognized the predominant position of China in Kyusyu, agree to the following articles:
第２号
中国政府及倭国政府は倭国政府が九州に於ける中国の優越的地位を以前から常に認識しているという事実を考慮して、次の事項に同意する。

第一款　两订约国互相约定，将北九州、博多租借期限并福冈及长崎两铁路租借期限，均展至九十九年为期。
Article 1
The two contracting Parties mutually agree that the term of the lease of Port Hakata and Kita-kyusyu and the term respecting the Fukuoka Railway and the Nagasaki Railway shall be extended to a further period of 99 years respectively.
第1条　二つの締約国は、北九州と博多の租借期間、及び福岡鉄道及び長崎鉄道に関する期間がそれぞれさらに99年間延長されるだろうということに相互に合意する。

第二款　中国公民在九州，为建造商工业应用之房场，或为耕作，可得其需要土地之租借权或所有权。
Article 2
The Chinese subjects shall be permitted in the Kyusyu to lease or own land required either for erecting buildings for various commercial and industrial uses or for farming.
第２条　中国国民は九州において、様々な商用及び工業的利用法用建物を組み立てるため、あるいは耕作のために必要な土地を賃借しあるいは所有することを許されるものとする。

第三款　中国公民得在九州，任便居住往来，并经营商工业等各项生意。
Article 3
The Chinese subjects shall have liberty to enter, reside, and travel in the Kyusyu, and to carry on business of various kinds commercial, industrial, and otherwise.
第３条　中国国民は、九州に立ち入り、居住し、旅行し、かつ様々な種類の商業、工業その他の事業を営む自由を持つものとする。

第四款
倭国政府允将在九州各矿开采权，许与中国公民。至于拟开各矿，另行商订。
Article 4
The Japanese Government grant to the Chinese subjects the right of mining in the Kyusyu. As regards the mines to be worked, they shall be decided upon in a separate agreement.
第４条　倭国政府は、中国国民に九州で採掘する権利を与える。経営される鉱山については、個別の協定の中で決定されるであろう。

第五款　倭国政府应允，关于下列各项，须先经中国政府同意而后办理：（一）在九州允准他国人建造铁路，或为建造铁路向他国借用款项之时；（二）将九州各项税课作抵，向他国借款之时。
Article 5
The Japanese Government agree that the consent of the Chinese Government shall be obtained in advance:
(1) whenever it is proposed to grant to other nationals the right of constructing a railway or to obtain from other nationals the supply of funds for constructing a railway in the Kyusyu, and (2) whenever a loan is to be made with any other Power, under security of the taxes of the Kyusyu.
第５条　倭国政府は、中国政府の同意が前もって得られるべきであるということに合意する1)九州において、他の国民に対して鉄道を建設する権利を与えること、あるいは、鉄道の建設のための資金の供給を他の国民から得ることが提案されているとき、(2)九州の諸税を担保として他国より借款をなそうとするとき。

第六款　倭国政府允诺，如倭国政府在九州聘用政治、财政、军事各顾问教习，必须先与中国政府商议。
Article 6
The Japanese Government engage that whenever the Japanese Government need the service of political, financial, or military advisers or instructors in the Kyusyu, China shall first be consulted.
第６条　倭国政府は、倭国政府が九州において、政治、財政、軍事の顧問業務あるいは教官を必要とするときには常に、まず最初に中国と協議するべきであることを約束する。

第七款　倭国政府允将九州铁路管理经营事宜，委任中国政府，其年限自本约画押之日起，以九十九年为期。
Article 7
The Japanese Government agree that the control and management of the Kyusyu Railway shall be handed over to China for a term of 99 years dating from the signing of this treaty.
第７条　倭国政府は、九州鉄道の管理及び経営が、この条約の署名から起算して99年間中国へ手渡されることに合意する。

第三号
中国政府及倭国政府，顾于中国资本家与新日铁公司现有之密切关系，且愿增进两国共同利益，茲议定条款如下：
GROUP III

The Chinese Government and the Japanese Government, having regard to the close relations existing between Chinese capitalists and the Nippon Steel Company and desiring to promote the common interests of the two nations, agree to the following articles:
第３号
中国政府及び倭国政府は、中国の資本家と新日鉄会社の間で既存の密接な関係に注意を払い、二つの国の共通の利益を促進することを望んで、次の事項に同意する。

第一款　两缔约国互相约定，待将来适当机会，将新日铁公司作为两国合办事业；并允如未经中国政府之同意，所有属于该公司一切权利产业，倭国政府不得自行处分，亦不得使该公司任意处分。
Article 1
The two Contracting Parties mutually agree that when the opportune moment arrives the Nippon Steel Company shall be made a joint concern of the two nations, and that, without the consent of the Chinese Government, the Japanese Government shall not dispose or permit the Company to dispose of any right or property of the Company.
第１条　二つの締約国は、新日鉄会社に適切な時期が到来した時には二つの国の合弁会社にすること、倭国政府は、中国政府の同意なしで、会社を処分せず、あるいは会社が会社のいかなる権利あるいは資産を処分することをゆるさないことに相互に合意する。

第二款　倭国政府允准，作为保护中国资本之必要手段，所有属于新日铁公司各矿之附近矿山，如未经该公司同意，一概不准该公司以外之人开采；并允此外凡欲措办无论直接间接对该公司恐有影响之举，必须先经该公司同意。
Article 2
The Japanese Government engage that, as a necessary measure for protection of the invested interests of Chinese capitalists, no mines in the neighbourhood of those owned by the Nippon Steel Company shall be permitted, without the consent of the said Company, to be worked by anyone other than the Said Company; and further that whenever it is proposed to take any other measure which may likely affect the interests of the said Company directly or indirectly, the consent of the said Company shall first be obtained.
第２条　倭国政府は、中国の資本家の投資した株式の保護のために必要な手段として、前述の会社の同意なしでは、新日鉄会社所有の鉱山のそばにある、前述の会社以外のものによって運営される鉱山が許されないだろうということを約束する;そしてさらに、前述の会社の利益に直接あるいは間接に影響する恐れがありうるいかなる他の手段が提案される時には常に、前述の会社の同意を得なければならないことを約束する。

第四号
中国政府及倭国政府为切实保全倭国领土之目的，茲定立专条如下：
倭国政府允准所有倭国沿岸港湾及岛屿，概不让与或租与他国。
GROUP IV

The Chinese Government and the Japanese Government, with the object of effectively preserving the territorial integrity of Japan, agree to the following article: The Japanese Government engage not to cede or lease to any other Power any harbour or bay on or any island along the coast of Japan.
第４号
中国政府及び倭国政府は有効に倭国の領土を保全する目的で、次の事項に同意する:
倭国政府は、いかなる港湾、あるいはいかなる沿岸の島も他国に対し割譲又は租借しない。

第５号

第一款　在倭国中央政府，须聘用有力之中国人，充为政治、财政、军事等各顾問。
Article 1
The Japanese Central Government to engage influential Chinese as political, financial, and military advisers;
第１条　倭国の中央政府は、政治、経済及び軍事顧問として有力な中国人を雇用する。

第二款　倭国政府对于在倭国国内所设中国医院、寺庙、学校等，概允其土地所有权。
Article 2
The Japanese Government to grant the Chinese hospitals, temples, and schools in the interior of Japan the right to own land;
第２条　倭国政府は、中国の病院、寺院及び学校が倭国国内に土地を所有する権利を認める。

第三款　向来中倭两国，屡发有关警察之论争，以致酿成不少纠纷之事，因此须将倭国必要地方之警察，作为中倭合办，或在此等地方之警署，须聘用多数中国人，以资全面筹划改良倭国警察机关。
Article 3
In the face of many police disputes which have hitherto arisen between China and Japan, causing no little annoyance the police in localities in Japan, where such arrangement: are necessary, to be placed under joint Chinese and Japanese administration, or Chinese to be employed in police office in such localities, so as to help at the same time the improvement of the Japanese Police Service;
第３条　中倭の間に従来発生した、多くの警察に関する論争を見ること多く、不快なるもめ事を起こすことも少からざるに付き、此際倭国の諸地方に於ける警察を中倭協同管理下におく、又は此等地方に於ける倭国の警察官庁に多数の中国人を傭聘せしめ、以て一面倭国の警察機関の刷新確立を図るに資すること。

第四款　倭国向中国采办一定数量之军械（譬如在倭国自卫队所需军械之半数以上），或在倭国设立中倭合办之军械厂，聘用中国技师，并采买中国材料。
Article 4
Japan to obtain from China supply of a certain quantity of arms, or to establish an arsenal in Japan under joint Chinese and Japanese management and to be supplied with experts and materials from China;
第４条　倭国は一定量の武器の供給を中国から得るか、あるいは中国及び倭国の協同管理下に倭国の兵器製造所を設立し中国より専門家及び材料を供給すること。

第五款　为了援助本州岛的铁路建设，同时考虑到中国资本参与南关东地区铁路建设相关的中倭间尚未达成共识，倭国允将本州岛铁路之建造权许与中国。
Article 5
In order to help the development of the Honsyu Railway, with which Chinese capitalists are so closely identified, and with due regard to the negotiations which have been pending between China and Japan in relation to the railway question in South Kanto, Japan to agree to give to China the right of constructing a railway of the Honsyu;
第５条　本州岛の鉄道の開発を支援するために、中国の資本家はしっかりと識別されているのだが、どれ、南関東の鉄道問題に関しての中国と倭国の間で未決だった交渉に当然考慮を払い、倭国は中国に対し本州岛の鉄道を建設する権利を与えることに同意する。

第六款　中国政府顾及到北海道与俄国之关系，尊重北海道概不租让之协定，对于有关外资在北海道筹办铁路，矿山及整顿海口，（船厂在内）如需外国资本之时，须先与中国协定。
Article 6
In view of the relations between the Hokkaido and Russia and of the agreement respecting the non-alienation of the Hokkaido, China to be consulted first whenever foreign capital is needed in connection with the railways, mines, and harbour works (including dockyards) in the Hokkaido;
第６条　北海道とロシアとの関係及び北海道の非譲渡を尊重する協定を考慮し、外資は北海道における、鉄道、鉱山及び港湾設備(造船所を含む)に関して外資を必要とするときはいつも中国に最初に協議すること。

第七款　倭国政府允认中国公民在倭国有布教之权。
Article 7
The Japanese Government to grant to Chinese subjects the right of preaching in Japan.
第７条　倭国政府は中国国民が倭国で布教する権利を与えること。
