敏感時刻日中達協議 合作開發東海油田

聯合號事件引發新一波釣魚台主權爭議的敏感時刻,日本媒體報導,日本與中共已經就共同開發東海油田問題達成協議,雙方將擱置專屬經濟區(EEZ)的劃界問題,共同開發東海油氣。快的話,將於本周宣布,這將是中日各讓一步,在外交上的一大進展。在東海海域,中共主張的境界線就涵蓋釣魚台群島。
中共外交部發言人姜瑜十六日證實,兩國政府將適時對外宣布有關東海問題細節。
雙方協議的內容包括:
(一)日方主張的EEZ邊界線「日中中間線」的中方一側海域,也是共同開發對象。
(二)日方將向「白樺」(中方稱「春曉」)等中方已單獨開發的油田出資,享受部分權益。
(三)雙方按出資比率分配利益。
這是自五月間中共國家主席胡錦濤訪日,與日本首相福田康夫會談時,達成全面推進兩國「戰略互惠關係」共識後,雙方最具體的合作項目。
決定共同開發的油田除了「白樺」外,還有「楠」(中方稱「斷橋」)、「翌檜」(中方做「龍井」)等油田周邊海域。雙方將透過外交途徑設定具體的共同開發區,並向兩國的民間公司招標開採天然氣。
日本保守估計,這塊油田的已知蘊含量相當於一億八千萬桶原油,但中日兩國政府都說,油田的石油或天然氣實際蘊藏量可能更多。
天普大學東京校區的國際事務教授丁斐烈說:「如果此事屬實,那就是很大的進步。兩年前,雙方都非常固執己見、無法妥協,看來似乎永遠無法達成協議。」
【大陸新聞中心/綜合報導】中共外交消息人士透露,中日兩國最近已就東海油氣田開發問題達成一致看法,為了不影響中日關係發展,雙方妥協,可能依一定比例共同開發。
香港中通社引述北京外交人士稱,東海最寬處僅三百六十浬,中日雙方的兩百浬專屬經濟區互相交疊。但按照大陸架原則,東海大部分海域屬於中方所有。雖然雙方對具體海域劃分僵持不下,但雙方都同意「擱置爭議、共同開發」。
今年五月,中共國家主席胡錦濤出訪日本,與日本首相福田康夫舉行會談後,雙方取得重要進展。
北京外交消息人士表示,東海油氣田問題涉及海域劃界、能源開發,是中日關係中的相當敏感而複雜的問題。世界上不少國家都存在類似問題,有些問題經過幾十年也午法解決。東海問題能在雙方努力下已獲致突破。

 日中両政府は15日までに、東シナ海の天然ガス田開発問題に関して、境界線問題は棚上げし共同開発することで最終合意した。(1)日本側が主張する排他的経済水域(EEZ)の境界線「日中中間線」の中国側海域も共同開発の対象とする(2)中国が既に単独開発している「白樺」(中国名・春暁)を含むガス田にも日本側が出資し一部権益を受ける(3)利益は出資比率で配分する-などの条件で折り合った。日中外交筋が明らかにした。
 両政府は週内にも正式発表する方針。最大の懸案だったガス田問題の決着で、5月の首脳会談で合意した「戦略的互恵関係の包括的推進」に弾みがつきそうだ。
 日中外交筋によると、共同開発で合意したのは、「楠」(中国名・断橋)、「翌檜」(同・龍井)などのガス田周辺海域。外交ルートを通じて具体的な共同開発区域を設定し、双方の民間会社に天然ガスの採掘を発注する。

Japan, China agree on gas exploration in East China SeaKyodo News
Japan and China have reached a final agreement on how and where to conduct joint gas exploration in the disputed East China Sea.
Beijing will allow Japan to invest in, and claim proportional profits from, gas development projects, including a gas field already being exploited by China, sources close to Sino-Japanese relations said Sunday.


The areas for joint development will include the Chunxiao gas field (Japan calls it the Shirakaba field), which is situated a few kilometers west of Japan's self-declared economic median line and currently operated by China. The deal will also include waters around other fields that China calls the Duanqiao and Longjing, the sources said. Japan calls them the Kusunoki and Asunaro fields, respectively.
The two governments are expected to officially announce the agreement as early as this week, the sources said.
The compromise by China, which does not recognize the median line Japan insists is the border of its exclusive economic zone, apparently reflects Beijing's desire to prioritize economic development. China claims its EEZ stretches further east all the way to the edge of the continental shelf near Okinawa Prefecture.
In exchange for China agreeing to include Chunxiao in the deal, the two sides have agreed that Japanese-claimed EEZ areas east of the median line will also be included for joint development in the future, the sources said.
The deal comes exactly four years after Japan protested China's unilateral move to start gas exploration in the disputed areas in June 2004. But it does not appear likely to conclude the long-standing territorial row because the issue of demarcation remains unsolved.
On the bright side, the two governments' decision to put the matter aside and proceed with joint development is likely build momentum for furthering the mutually beneficial strategic relationship agreed on by their leaders in May.
The two sides are to define the exact zones for joint development through diplomatic channels and place orders to Japanese and Chinese private companies to conduct the gas exploration, the sources said.
When multiple countries engage in join development of natural resources, it is customary for the nation with sovereignty over the area to be given an advantage over the other parties when distributing the profits.
But Japan and China have agreed to distribute the profits in proportion to the size of the investment made, since the dispute over demarcating their overlapping economic waters has not been solved.
Prime Minister Yasuo Fukuda and Chinese President Hu Jintao both said after their summit in Tokyo on May 7 that significant progress had been achieved and prospects for an agreement on the gas fields were in sight.
The two countries had initially aimed to achieve an agreement by fall last year but the talks stalled after China became reluctant to agree to Japan's proposal of jointly developing an area straddling the median line.
In December, China presented a compromise plan with an area based on the median line but excluding Chunxiao.
