日本《读卖新闻》报道，中日第八届协商东海油气田共同开发的局长会议，将于25日在北京召开。4月温家宝访日时发表中日联合新闻公报，内容明载将在今年秋天订出共同开发的具体方案。本周将要登场的会议时温家宝访日后的第一场协商会，中方已传话给日方，表示会提出新的方案。
报道说，目前尚不知中方的提案内容为何，但日方认为可能与中方先前所提的方案相差无几，也就是共同开发油气田的区域包括钓鱼岛群岛周边海域，这点先前已遭日方拒绝。若中方的提案“换汤不换药”，初步研判，25日的协商会议可能仍以僵局收场。
中日两国在东海上没划定专属经济海域，有关东海的天然气田开发，日本所提方式是，共同开发横跨中日中间线的海域，或者是开发较广海域的天然气田，包括“白桦”（中方称“春晓”）、“翌桧”（中方称“龙井”）、“楠”（中方称“断桥”）、“樫”（中方称为“天外天”）四处。
不过，日方的这项提案已遭中方拒绝。中方主张在“翌桧”及钓鱼岛群岛北侧海域共同开发，因此中日双方迟迟未有交集。
中日政府4月举行高峰会谈后所发表的联合新闻公报，曾记载“会在双方都能接受的较为广泛的海域共同开发”，这是中日两国政府首度将开发东海油气田一事明载于联合文件上。
